Road accidents are a serious problem every year. This is why some people believe drivers should be tested annually. Though I understand their concern, I do not think it is a good idea.
First off, the cause of many accidents is not that drivers lack the skill or have forgotten the traffic regulations, but because they choose to break traffic laws. Some do so because they are in a hurry or have a need for speed on the road. Others go crazy behind the wheel because of road rage or alcohol and other substances. Thus, in such cases, a yearly driving test will not help at all.
Next, regularly testing all drivers is an additional burden. Driving tests, both written and the road test, require time and money. Because of the sheer number of drivers in every city and town, people have to request time off of work or school just to take the exams, and they still have to pay the fee. For people who drive daily and already know the rules, it is a futile exercise.
If authorities are serious about improving road transport safety, they should set harsher penalties for erring drivers. If the fines and possible jail terms are higher than before, people may think twice before breaking traffic regulations. Better surveillance equipment and more visible police presence also serve as deterrents against those with a short temper or a need for speed. These are all better options than a yearly test.
To conclude, a mandatory driving test every year is not the best way to ensure safety as it does not address the real reasons behind road accidents. Instead, authorities should consider other options, like harsher penalties and better ways to monitor drivers, so that drivers will be more cautious as they drive.
